The transition process in the Republic of Moldova has been difficult, affecting the formulation of policies, the respect for human rights and liberties, the building of a plural community, and the development of civil society. The finding of a political solution to the conflict between the central authorities in Chisinau and the separatist Transdniestria region, the stationing of foreign troops in Moldovan soil (mainly Russian forces), and problematic socio-political and humanitarian conditions have constrained the democratisation process. The contribution of the Moldovan authorities, the Transdniestrian leadership and the mediators – Russia, Ukraine and the Organisation for Security and Cooperation in Europe (OSCE) mission – to the political settlement of the conflict are analysed. Special emphasis is given to the OSCE’s activity in the country.
